The project aimed to assess the effectiveness of road safety treatments without relying solely on historical crash data, which often takes a considerable amount of time (usually two to five years) to accumulate due to the infrequent and random nature of crashes in Victoria. Real-time video analysis, facilitated by NearMiss technology, was employed to estimate the efficacy of these road safety treatments using surrogate road safety measures.
Key data metrics such as vehicle speed, classes, volumes, and lane positions were monitored and analysed across 49 sites as part of this evaluation. Rather than waiting for long-term crash data to evaluate effectiveness, the project defined effectiveness in the short term, allowing for immediate learnings and insights to be applied to ongoing programs. This approach enabled a more agile and responsive strategy where insights from the surrogate safety measures could inform and enhance road safety initiatives in real time.
By leveraging real-time video analysis tools like NearMiss, this project expedited the assessment process, allowing for continuous improvement in road safety measures without the lengthy waiting period typically associated with traditional crash-based evaluations. The focus on short-term effectiveness assessment facilitated a proactive approach to applying lessons learned, thereby contributing to overall performance enhancements in road safety initiatives across the monitored sites.
